What AI as a service means in plain language

AI as a service (AIaaS) is the cloud-based delivery of AI capabilities on a subscription or consumption basis. Instead of building AI systems from scratch, organizations use platforms and services provided by external vendors to access pre-built models, training infrastructure, and deployment tools.

AIaaS providers typically offer one or more of the following:

  • Pre-trained models. Ready-to-use AI models for common tasks like natural language processing, image recognition, or fraud scoring. Organizations can integrate these models into their workflows without training them from scratch.
  • Model development platforms. Cloud environments where organizations can build and train their own custom models using the provider’s infrastructure and tools.
  • APIs and endpoints. Programmatic access to AI capabilities that can be called from the organization’s applications. For example, sending a block of text to a sentiment analysis API and receiving a score.
  • Managed AI services. End-to-end AI solutions where the provider handles development, deployment, and monitoring. The organization consumes the outputs without managing the underlying technology.

In financial services, AIaaS adoption is growing rapidly. Institutions use cloud-based AI for fraud detection, document processing, customer service automation, regulatory text analysis, and credit decisioning, among other applications.

Why it matters in financial services

AIaaS introduces a specific set of governance and risk management challenges that financial institutions must address. The convenience of cloud-based AI does not reduce the institution’s regulatory obligations.

Key concerns include:

  • Third-party risk. AIaaS providers are third parties, and the institution’s relationship with them falls under interagency guidance on third-party risk management. Due diligence, contract management, and ongoing monitoring are required.
  • Data residency and privacy. Sending data to cloud-based AI services raises questions about where data is processed, stored, and retained. Institutions must ensure AIaaS usage complies with data privacy regulations and internal data governance policies.
  • Model transparency. Pre-trained models from AIaaS providers are often opaque. The institution may have limited visibility into how the model was built, what data it was trained on, and how it will behave in edge cases. This creates challenges for model risk management and examiner questions.
  • Concentration risk. Many financial institutions rely on a small number of major cloud and AI providers. The failure or disruption of a single AIaaS provider could affect multiple institutions simultaneously, creating systemic risk.
  • Vendor lock-in. Deep integration with a specific AIaaS provider can make it difficult and expensive to switch providers or bring capabilities in-house, limiting the institution’s flexibility.
  • Shared responsibility. AIaaS models operate on a shared responsibility framework. The provider is responsible for the infrastructure and base model, but the institution is responsible for how the model is used, the data it receives, and the decisions made based on its outputs.

Key considerations for compliance teams

  1. Apply third-party risk management standards. Treat AIaaS providers as critical third parties when their services support regulatory or business-critical functions. Conduct full due diligence before onboarding and monitor ongoing performance.
  2. Understand the shared responsibility model. For each AIaaS relationship, document what the provider is responsible for and what the institution is responsible for. Gaps in this understanding create governance blind spots.
  3. Assess data handling practices. Before sending any data to an AIaaS provider, evaluate how data is processed, where it is stored, whether it is used to train other models, and how it is protected and deleted.
  4. Require model documentation from providers. Even for pre-trained models, request model cards, performance benchmarks, fairness testing results, and known limitations. Document any gaps in the information provided.
  5. Include AI-specific terms in contracts. Service agreements should address model performance standards, data handling obligations, audit rights, incident notification requirements, and exit provisions.
  6. Monitor for concentration risk. Track your organization’s dependency on AIaaS providers. If a single provider’s outage would affect multiple critical processes, you have a concentration risk that should be documented and mitigated.
  7. Plan for exit. Develop contingency plans for each AIaaS relationship, including how the institution would maintain operations if the provider becomes unavailable or the relationship is terminated.
